Committee assignments shape what members hear, what industries they oversee, and which policy windows matter most. This surface ranks committees by how much disclosed trading appears inside those oversight lanes.
We cross-reference each committee member's stock trades with the sectors under that committee's jurisdiction. The conflict score incorporates five factors: committee overlap (30%), timing proximity to legislation (25%), lobbying connections (20%), campaign donations (15%), and trade size (10%). A trade is flagged as "conflicted" when its composite score reaches 50% or higher. This analysis covers all top-level committees with at least one trade on record.
