This surface is strongest when a bill already has industry tags, lobbying mentions, and mapped trade activity. A low overlap count does not mean the bill is unimportant. It usually means the linkage layer is still thin, the bill is too new, or the underlying records have not yet been matched to the same issuer and industry names.
The linkage layer is already live across 307 bills and 12,233 bill-specific lobbying filings. Trade-overlap counts remain narrower because issuer matching is intentionally conservative.
